Designing Performance Systems for Career Pathways

Many State and local areas implementing Career Pathways models are seeking out effective ways to measure their performance. The traditional way of assessing performance in educational and workforce development programs by examining post-program outcomes is not sufficient for career pathways systems or programs because new initiatives often shift or change throughout implementation.

Concerns regarding "creaming" are also often raised which results from an effort to simply attain certain outcomes without a strong focus on improving the quality of services provided. The following paper recently released by Social Policy Research through funding from the U.S. Department of Labor discusses these concerns and proposes Career Pathways performance systems that include both implementation and outcome measures.
